Can they mix these 2 U top players to be National Team to play SEA game? I see some player U19 play better than some U23 players.

Yes, ofcourse.
U-23 doesn't mean that all players are 23, but they are comprises of U21, U20, U19,and U18 as well. So, the best of all players in Laos will play for U-23
