That's name of the game. Both teams win or lose they're qualified for semi final. Laos needs just draw for entering next level of play off, Singapore was qualified for semi before the match against the Host Team. What's wrong with that?
Normally the last matches in the group kicked off at the same time I don't know why they didn't do it that way but to be fair, Laos team did try to win and many times they nearly scored, it's understandable this is not the first time in Football.
